Guide to the Faculty Salary Negotiation and Budget Process

Timeline

Budget preparation begins in November and December.  Administrators should work with their faculty to compile their salary sources for the following fiscal year.  It is important to keep backup documentation that verifies salary support and to submit it along with the FCW.

The budget kickoff meeting with the directors is typically scheduled within the first week of January, followed by the administrators’ meeting.  FCWs are due at the end of January while supplemental forms are usually due in the first week of February.   

During the month of February the finance and OES offices will verify fund availability and FAUs. Administrators should respond timely to any inquiries from fund managers.   

The Psychiatry and Semel budgets are due in March and April respectively.

How to Assist Your Faculty in Salary Negotiations 

  1. Identify available funding sources for your faculty.
  2. Determine how much those funding sources can cover — (1) Salary (2) Benefit and (3) Benefit funding shortfall.
  3. If funding is more than sufficient to cover current total negotiated salary, aka TNS, plus benefit and benefit shortfall, can it cover (1) 3% TNS increase or (2) More (prepare to justify)?
  4. If the faculty has pending merit or promotion, is funding sufficient to cover 3%-7% TNS increase?  Prepare to justify if >7%.
  5. If funding is not sufficient to maintain current TNS, are there other sources available?  Begin identifying other possible available sources:
    • Division/Center funding = first line support
    • Department funding = last resort
  6. Schedule salary negotiation meetings for your faculty with the director.
  7. Remind your faculty to reach out and secure funding support prior to salary negotiation meeting.
  8. Use current year CBR to estimate if sufficient fund sources are available to cover salary and benefits
